I have the honour to submit for the
signification of His Majesty's pleasure Ordinance No.19 of 1930, intituled "An Ordinance to apply a sum not exceeding Twenty-three million three hundred and sixty- five thousand three hundred and thirty-five Dollars to the Public Service of the year 1931", together with the Attorney General's report thereon.

Copies of the introductory address of the Colonial Secretary together with copies of memoranda by the Colonial Treasurer and the Director of Public Works
were forwarded to you with y despatch No.511 of the 3rd
October.

The second reading of the Bill was originally
set for a meeting of the Legislative Council to be held on Thursday the 16th of October, but at the request of Unofficial Members the consideration of this item on the Agenda was
postponed to Monday the 20th October. The Bill was fully
discussed and duly passed on that date, and I enclose
